My Maytag washer(LAT8624AAE) wont aggitate, it does fill with water, it does spin down and drain, and I can hear the timer ticking down. Does anyone have any ideas?

If the drive pulley will turn counterclockwise then the problem is likely with the transmission.

I can not turn the drum or the shaft in the center of the drum counterclockwise. Do I need to take it apart and check at the belt itself?

Do as sidfink43 said, remove front panel and turn the tranny pulley counterclockwise, should turn easily and the agitator should agitate back and forth.

How does the front panel come off? So should it turn counterclockwise or not?

Use a putty knife and push in the tabs just under the top on each side. Turn the tranny pulley counterclockwise.

I have taken the front off, and the belt will turn both ways. when turning it counterclockwise the agitator spins, when the belt is turned clockwise the agitator and drum both spin. With the cover off and the washer on to agitate the motor does not spin. Which wires should have voltage on them during the agitate cycle?

You have a bad timer AP4026232. To confirm, pull the cover off and check for burnt contacts.
