Unhappy Belt doesn't spin

Hi,

I found out, the washer had a broken belt, so I replaced it, only to find out, that the problem is not the belt, but something else, because the belt the engine is spinning, but the belt is just sitting in one place untill it starts smoking. When I turn the belt with my hand, it appears really hard to turn the tub (empty). I would think because it's so hard to turn it, that is why the belt keeps slipping in place. When I turn the tub with my hand, it moves easily. The pulley has got enough tention, I have replaced the pulley and the belt. My thought is that it could be something like the breaks or transmission or something bound or stuck. Any ideas?

maybe piece of clothing is stuck between inner +outer tub

misterfixall - you were probably right. I took the tub apart and found some chunks of hair/fabric and some smole stones. After putting everything back, the belt was spinning and things seem to be in order again.
One thing I noticed though, is that when the belt starts spinning, I hear some cracking and it smells a little bit, just for few seconds, then it's fine.
Is this something I should be worried about, you think?
