I replaced the belt because it kept coming off. That wasn't the problem as the new belt broke. The wheel is very wobbly. Even though it is on as tight as possible. You can still wiggle it back and forth. If I replace the wheel and belt, will that solve the problem?

The honest answer, I don't know. It may be that the rear tub is damged, in which case repairing it is not a financially feasible process.

If you feel the rear tub has not been compromised (check the supports also) then it is worth trying replacing the pulley.
