The cold water supply is controlled by a selenoid valve. It is possible that the selenoid valve is bad and needs replacing. There could also be trash under the seat of the valve but if there is a screene before it that may not be the problem. To check it out, run the washer while it is filling. Take a small screwdriver and place it over the coil - you should feel a magnetic field that has an effect on the screwdriver. When the cycle is finished, check the coil again - if you still have a magnetic field pulling on the screwdriver, the control board is probably causing the problem If there is no power then the selenoid valve is bad and needs replacing.
