My cold water valve is not getting power. What part do I need to fix that. The valve is brand new. Do I need a new electrical panel?

Here is a manual that covers your unit. I think you have the analogue temperature control board.

How do you know that the valve is not getting power?
Have you measured it with meter?

Will the it run the cold when in a rinse cycle?
The way I read the timing chart and wiring diagram Page 10-5 on H-C, W-C and C-C settings the cold valve gets power through the timer not the temperature control board.

So if it does run on the rinse I would put the board at the top of the list.
