Wash cycle finishes with clothes soaking wet. All dampening straps are completely ruptured with drum moving excessively. Could the ruptured dampening straps lead to inadequate spinning with resultant very wet clothes at the end of the cycle? Can I replace the dampening straps and reassess?

I don't see the strips on this website, but they probably can be replaced. The problem you describe sounds more like you have some kind of obstruction in your drain system. Check between the tub and basket for a sock or something, especially near the primary drain hose connection. check for a kinked or partially obstructed drain hose. Also check for a partially clogged pump.
