The top part of the washer agitator used to "catch" and move with the lower part of the agitator. Now it just spins loosely and does not pull the clothes down into the water like it is supposed to. Any recommendations on what part we need to replace?

You are in luck. You need to replace the agitator cams or "dogs". The parts are cheap and the repair is easy.
