I have a washer that will spin and drain, but will Not Fill or Agitate. I tested the water inlet valve with an Ohm meter and got a reading of 1084 on cold and 1079 on hot. Is this normal? If this is not the problem, what else could it be? Thanks!

Sounds more like a water level switch problem.

Also might be the water selector switch.
Might even be the timer.

Unplug the unit.
Remove one of the wires to the level switch.
Check from 11 to 12, should be 0 ohms with the unit empty.
