washer will fill and attempt to washer but the agitator turns so slow that it would not be a very good wash like maybe a belt is to loose or something like that, what else could cause this and how do i fix it

Remove the front panel and look for a burnt belt. Pull the belt off and check the pump, these tend to go bad and burn belts.
