Our washer does not always spin all the water out in any cycle. Sometimes it works. Could this be a drain problem? The drain hose goes up from the washer about 4-5 feet before it meets drain pipe out of the house. The washer is in the basement.

That is gonna be a belt. Pretty tough job if that puppy has some age on it.
