I have a Hotpoint/GE washer. It fills with water, drains, and spins but won't agitate. I replaced the agitator coupling even though the current won't looked fine and that did not solve the problem. The motor functions properly and the belt moves but there is no agitation.

What could it be?

Your problem is going to be in the transmission. This page shows how to replace the transmission GE Washer Disassembly Guide

How can that be the problem if the tub spins to eliminate the water during the spin cycle?

Well you say the belt turns fine. You do need to make sure that not only does the belt turn the pulley turns as well.

I have seen this a few times everything turns fine but the agitator shaft, which will mean that there is something broken in the transmission. During spin the whole transmission turns so nothing eternal in the transmission effects the spin cycle. Therefore the transmission could be bad and still spin.

If however the belt is turning but the pulley is not then you may have another problem.

My bad. I double checked. The belt is not turning when the washer is supposed to be agitating. The motor is running but that is all. Is that still an indication that it is the transmission or is it something else?

This could be the belt, clutch or the transmission. Most of the time if it will spin the clutch and the belt are fine but this is not always the case. Take the belt off and see if the big pulley will turn both ways. One way the transmission will turn and the other way only the agitator will turn. If it will not turn one way then the transmission is locked. If it will turn then the problem is the belt or the clutch. Make sure the belt isn’t getting wet or greasy. If the belt is getting wet or greasy then the belt will slip. If the belt is worn then it will slip. If the motor is the only thing turning the clutch may be the problem but check the other things first.
