Kenmore Elite Unbalanced Load
 

We have a Kenmore Elite Top Load Washer which has developed the I'm unbalanced and want to be a pain. Took unit apart this afternoon. Hangers and springs appear to be ok. I did notice when removing the basket, it had a considerable amount of water in the bottom plastic section, which I can't get drained out. Is this normal, or could this be causing the unit to read unbalanced. Thanks for any info.
