My washer only spins sometimes. If i spin it by hand it'll start but doesn't always wring the clothes thoroughly. when I spin it by hand it get hard to turn at one perticular area then loosens up. what solutions can I try to fix this problem?

Try replacing the clutch, a time consuming but not very difficult job, and the part is not expensive. This site here will tell you how.
