I Continue To Get A Dirty, Scum Like Residue In The Tub Of My Washer. I Have Cleaned It And Run Vinegar Through It. It Stays Clean For A Few Loads, Then Returns. It Also Has A Wet Dog Smell Most Of The Time. Any Suggestions?

Open it up and clean out the drain hoses from the tub to the pump and from the pump outward.

Sounds like it is not draining fast enough. If that does not fix things try replacing the pump which may not be working efficiently.
