When I turn the washer on, it fills up with water, but then it just sits and does not agitate. When it goes through the spin cycle it may spin for a few seconds, but then it stops and it starts to smell like something is burning. When it comes to the end of the cycle, it drains the water out, but the clothes are still pretty wet because it doesn't spin dry. I checked in the front panel for any errant laundry and there is none. The fan on the bottom right inside the control panel is working just fine. I can't afford to buy a new washer! Please help

Take off the front and see if the transmission pulley turns easily, and if the motor will run with the belt off. If it does, and the transmission pulley does not turn then you probably have a problem inside the transmission, which could be the brakes which are contained inside the transmission housing.

If this is the case, and funds are tight I recommend you invest in a good used washer instead of trying to repair yours. A nice top loading Kenmore, Whirlpool or Roper will do a fine job for you and be much less likely to need repair, and if it does, the repairs are inexpensive and pretty easy.
