I just noticed the other day that there was a small amount of water under my washer and that when i took the laundry out it was still soaking wet.

The laundry was covered in bits of melted plastic and upon inspection it was from the basket rubbing against the tub-outer. The collection filter was full of worn plastic fragments.

Can someone help me here.. what caused this and what do i need to do to fix it.

I had a similare problem. I bought the maual took which showed me how to take the top off and replaced the balance ring
