The washer fills and stops at all different wash levels. However, when the water stops, the machine hums, and then trips the surge protector. There is the smell of something burning.
When the belt is removed the motor spins !!!!!!!!

When the belt is removed the motor spins !!!!!!!! Try turning the transmission pulley by hand. It sounds like your transmission is locked up.
