GE Washer spins for 3-5 seconds makes loud noise then stops spining after 5 seconds starts spinning again. Keeps doing this until cycle completes doesn't drain fully never gets up to 100% speed. No visable damage under cover belt looks good. Please help thanks

Remove the front panel and try to pinpoint the noise. Post the results.

Took off the cover ran it through the cycle, it wasn't pumping and not spinning after it was completely full with water (was spinning before about 5 seconds but not much water in it) Drained the water out with a shop vac. The drain hose and pump was loaded with sand. Cleared everything out, ran wash load everything seems to work fine. I guess the loud noise was some trigger that stops the washer from spinning too fast with water in it? :) :)
