Washer will not shutoff filling up. Don't know what to look for to repair.

Open the control panel and check how the air pressure hose (clear plastic tube) is connected to the water level switch.
Disconnect the air hose from the water level switch (the washer should be empty) and blow some air through the hose. Make sure it does go through. Reconnect the hose and give it a try.

To ensure it will not happen again, I would force some vinegar down the water level switch hose to dissolve the soap residue in the bottom of the tub plastic bowl. I use a turkey baster for this.
