I start my wash, and when it fills to set level, the cold water keeps filling the machine as it kicks on to wash. In the past, it would stop after a minute or two, but now it won't stop. Our washer ran over and flooded our laundry room. The cold water supply cutoff has to be cut off manually or it will over fill.

Does it fill when the machine is turned off?

You need a new water valve.

I looked up water valve in sears parts and cannot find it.

i took the supply hoses of of the water valve and the screens are not there. I have some fine sediment in water . Could I take the valve apart and clean the vavle thoroughly and try that first.

I would NEVER do that, unless you like a flood. Need a new valve with well fitting screens. Also, make sure your cold water pressure is "normal".
