Default grinding halt

I have a Frigidaire Custom Imperial, model TCU-3B, probably around 1978. The compacting surface is about 2" extended downward, won't go up nor down. I can hear an electrical sound when I press the on switch (door closed) but the plate does not move. I could swear that there should be a large screw drive down the center of the round plate, but I don't see one.
When the problem first happened, I managed to retract the plate to its present position and barely managed to remove the trash container.
