Default GE trash compactor motor issue

My compactor's motor does not work continuously. It only compacts the trash a few times then stops. Once stopped it only generate the hum sound when the pedal lifted. In order to make it work again I have to turn the gear at the bottom at least 1/10 cycle. Any suggestion on what and how to fix this problem?
