Compactor works normally in the "Normal" mode, but the Solid (locked) cycle does not function: The Ram does not go down when the Compact Switch is placed in the Solid (locked) position and the Off-On-Start switch is momentarily turned to the Start position - the motor starts and then quickly stops, and the Ram doesn't go down.

Withe the switch in the Solid (locked) position; if I hold the switch in the Start position a little longer than normal, the motor, or Ram, (can't tell which) makes a noise like it wants to work; but doesn't.

I have inspected inside the compactor and don't see anything physically wrong.
