kENMORE 665.13605790 Extra Pac Cycle Button

Only compacts (ram going down) with Extra Pac cycle switch on. When I put switch in Normal Pac and Start the Ram (compact ) will not go down when I let go of start switch.
Replaced Centrifugal switch compactor does the same thing
Is it the Extra Pac cycle switch or the Top Limit switch.
