Never use a hard start device on any "newer" compressor, will eventually burn out the compressor. Best to use the original, specified start device.

"ac leak freeze" that seems to work, but you would need a tech to replace the lost refrigerant.

The motherboard controls the voltage to the motherboard, probably bad, sending max of 13 volts to the fan motor. Also, could be the freezer is too warm, check it's temperature.
