Default Freezer & Fridge not cold
Brand: GE   Age: 5 - 10 years

I recently aquired this fridge. it worked great for about 2 weeks then it started getting warm inside. The ice cream not freezing. I did some online searching and decided to change the defrost timer. This has had no effect. Here is what I can tell you about the fridge.
The coils in the back of the freezer are freezing up.
The fan in the freezer is working constantly.
The condenser is HOT.
The condenser fan is running.
The defrost timer is new.
The temp is 46 in the fridge and 34 in the freezer.

What do I do now?

When you say the coils in the back of the freezer is freezing up, does that mean you have like compacted snow on the coil, or do the coils have a light coating of frost?

I has light to thick frost and the begining of ice chunks. If I advance the defrost timer until it clicks, should the defrost elaments heat up?

Yes, as long as the defrost termination thermistat is cold enough. You did not include the model#, but does this have the 2 defrost heaters one on the very bottom of coils, and one in about the middle, if so check the bottom element for burnout if the heaters don't come on when advancing the timer to defrost

Yes it has the dual heaters.
I don't know the model number. It is nowhere inside the fridge.
So I advanced the defrost timer until it clicked and neither of the elements are heating up.

So I just advanced the defrost timer around again and finally for the first time in days the fridge fans and everything turned off. However the heating elements are still cold.

If your coils are covered in heavy frost, and you heaters don't come on, chances are you heaters are bad, can you do a continuity check on the heater?

I hope I didn't offend you. I am not sure what this test is that you are talking about. I can tell you that the fridge is still powered down and the heaters are still cold and the fridge and freezer are not cold.
