So The freezer is cold, along with the bottom half of fridge. However, the top half of the fridge is not that cold. The evap fan is not turning on. I took the evap fan out and did OHM test. Never left zero. So.. could it be the control timer board or the thermostat? I clicked the light switch in the fridge 5 times then again 5 times to start the cooling but still no evap fan.

If you showed zero ohms in the evaporator fan motor, replace it.

No. If the fan was really 0 ohms it would blow the breaker as this is a dead short.
You are probably only seeing 0 because you are on too high of a meter scale.

Try measuring the voltage across the fan.
If it is 120 volts AC and the fan does not run, the fan is toast.

Thank you sii much for all the information. I am going to order a new evap fan motor and hopefully that fixes the problem. I will let you know
