Replacing all 3 will probably fix it, but that's just throwing money away, better to diagnose the problem and fix what is wrong, you can buy a cheap multimeter to help with diagnosis

I checked heater and thermostat with multimeter.

heater is dead and thermo is ok.

what should I do next?

Replace your heater, the part # WR51x10053, has now been superceded to a new better heater, WR51x10101. The last heater, was it a genuine GE replacement part?

It was # WR51x10053 and I ordered from this site.
and today I ordered # WR51x10101 from another site which is ************. com. because it was out of stock in this site.
last heater lasted only less than a month.
do I just replace heater?

No you don't need to replace the board. Kinda strange the first one failed so soon. Look at the heater and see if it looks like it burned out

the color of the coil inside heater was black when I saw it this afternoon to thaw the frost again. but I don't think It looked like burned out. I'm not sure..
and I have a question. last time when I replaced the heater. there was green wire inside fan box, one end of it was circle shape and connected to the back wall by a screw. and the other end was square shape but I couldn't remember where it had been connected to, so I didn't connect it to anywhere. green wire is ground, right? could it be the problem?
