Turn the refrigerator control off, then on and listen. If it clicks, it's probably ok, Check the damper door, may be stuck open.
If it fails to click, it's sensing wire may be out of place, or it's shorted. You will need a meter to check it. Also, sometimes the contacts will clear the arc weld when you turn it a few times.
