Model gs6shexnl ice maker, with ice sensor control. ice maker does not make ice, sensor flashes on twice, and stops for one second, repeats.

to test the sensor, turned off power, jumped the H and T ports, and turned back on the machine. it was suppose to harvest one time then stop, but it went 1/4 the way and stopped. the cycle never completed. the water never turned on, ice sensor instructions say its the ice maker , not the sensor.

the ice maker control motor aasembly is new. i checked the voltage to the ice maker from the black and white wires, it registered 58.7 volts. my other ice maker is at 120 volts, so i'm half on this one.

new icemaker motor assembly, sensor is new, voltage is 58.7, what can be the problem and where?
