refrigerator is fine the freezer is fine sometimes

Model Number: 596.50014100 Brand: Kenmore Age: 1 - 5 years

the refrigerator works fine, the freezer temp goes up to 38 degrees and by the time I take everything to the basement freezer the temp slowly goes back down to 2 degrees. it is free of dust.
