New parts broken?

I have this model Refrigerator: GE DSS25KSRASS. It stopped working the other day and by the time I noticed, puddle on the floor. When I open the doors, the light comes on, but the buttons to adjust the temperature control are off, and the outside water and ice machine lights are off also. At first, I unplugged it, and plugged it back in, and the fan turned on for five seconds, then turned off. After lots on internet reading, I tested the compressor with a multimeter (following an online tutorial) and found that it’s fine, so I thought it was the start relay and overload. I ordered both parts (#WR8X113) and (#WR07X10057). I just installed them tonight, and the refrigerator is the same. Compressor won’t kick on. The only thing that works is the inside lights.
Could my problem be something other than those two parts, or are the parts broken? One of the “tests” the internet says to do is shake the relay. Well, the old start relay itself doesn’t rattle, but the old overload does. Same with the new parts, the new start relay doesn’t rattle, but the new overload does. Did I get a bad new overload?
Is there a multimeter test I can run on the start relay and/or overload to test each one?
