The problem was that the freezer and fridge was not getting cold enough.
Freezer go from 15 to 20 degrees. Fridge part is around 40-45.
The fan runs all the time. Sometimes the temps get closer to where they need to be but not for long.

Things I have checked.

Has a new defrost timer.
defrost Heater works.
tested the defrost thermostat.
The damper is working.
the bottom plug is clear on fridge side.
All fans are working.
I checked the seal around it.
Coils are clean under fridge.
