GE GFE29HS Freezer Cold, Refrigerator Warm

Hello everyone and thank you for reading this.
About two weeks ago we were about to go shopping and I put something into the refrigerator and it didnt feel very cold. I clicked the temp button and it said 47. I clicked turbo cool thinking we just had opened the doors alot or something. Went out and returned 3 hours later to it being 44 degrees and still not very cold. This is a dual evaporator refrigerator. To condense 2 weeks of diagnosis and repairs...
I have done:
clean the condenser coils and verify fan is good
the evaporator thermistor
the cabinet thermistor
the defrost heater
the defrost heater over temperature thermostat
the evaporator fan (even though it runs, it seemed like it was not running when it should have been, ie fridge was 45 and would stop blowing)
Today I got a new main board, WR55X25146 from ********. I installed the new main board and before I could even give it a chance to cool down, I noticed the water and ice dispenser was completely inoperative and always said to replace filter even if I reset it. I have since swapped back to the original main board and am seeking a refund on that. I am thinking it would be a good idea to try another one that is 100% brand new but wanted to seek advice.
So in summary, after all these repairs I still have a fridge fluctuating between 35 to almost 50 degrees. Every morning the refrigerator is 35. Freezer is always doing great no higher than about 2 degrees.
I am starting to have a feeling it may have something to do with the 3 way valve that directs refrigerant based on demand.
I am a BMW dealer tech, so I am pretty familiar with refrigeration and electrical diagnosis and I am willing to try just about anything except I have no way of doing a refrigerant component repair.
Last question, if I replaced the fan but didnt replace the motherboard is it possible that the new fan could be bad now too? I know I saw a lot of posts for the other way around where you replace the board and not the fan and it takes out the new board but wondering if it could go the other way too?
