Can I test this motor by simply applying 115VAC to pins 3 and 5? I tried measuring voltage at connector but with door open, all goes dead (even though I taped the door switch).

With the door switch taped down you should be able to apply voltage and test at the connector in the freezer. If you are not getting voltage, the motor is fine and you need to backtrack. Typically, it's a micro switch in the dispenser that went bad and it's never sending voltage to the motor.
