Heating element on icemaker was "burned out" - replaced with OEM icemaker.

Now, I believe the icemaker is overfilling. The cubes come out frozen together and there must be water overflowing and getting into the ice storage tray because the bottom is one solid mass of ice. Assuming there is no adjustment on the icemaker for water level fill, is the problem now my fill valve? Is it leaking enough to overfill the icemaker?
