I took a fridge from a condo, it was know to not be working when I received it. I don't know why it was not working and I do not have any history of problems or repairs done to the fridge.

The fridge is not running. Only the light bulbs in the fridge come on. The temperature control displays inside the fridge are blank. I read that motherboards on this model went bad and I could see that the board had a burnt up section on it. I replaced it with the replacement board but it is still not working. Only the light bulb works. There is also a low volume steady chirp noise coming from the board (4-5 seconds each). Any ideas on what the issue is?
