water dispeser wont work but icemaker does

My 106.74252400 Kenmore refrig. made by Whirlpool is giving me trouble, the icemaker functions fine but the water dispenser that is located in side the refrigerator compartment has stopped functioning. I must admit we have been remiss in changing the water filter, but this problem didn't come on slowly it just happened. I'm think the dispenser side of the water valve might be bad, any other ideas?
