I'm having a problem with frost. I had a repair man open the freezer and claim I probably need a defrost heater. I found a part for my model called heater + bracket part # AP 3183311. Is this hard to replace? and is this where I should start?

You can put your refrigerator model number in the "Search the Appliance database" field above--click on the freezer section on the left it will pull up a parts breakdown and show their location. It should be located behind a panel in the back of the freezer, panel attached by probably 4 screws, the heater itself will likely be at the bottom of the evaporator coils. Easy to replace--2 wires and 2 screws.

Should I start by replacing the heater + bracket?

You need to check the continuity of the heater to determine if it is good or bad--use a multimeter set to X1 to measure ohms--should read about 22 ohms I believe if good. Read the 1st page of the sticky in this forum titled "Freezer is fine, refrigerator too warm", Gene has an excellent explanation of how to troubleshoot defrost problems.
