Kenmore 59675529400 refrigerator with freezer on the bottom. Freezer working fine but top refrigerator is warm. Damper is working fine. Opened up bottom freezer panel, not excessive frost or anything that leads me to believe defrost is messed up. Noted that evaporator fan is not spinning. Replaced evaporator fan. New one doesn't spin either. Checked voltage at power harness for evaporator fan, only 102v.

Should the fan be moving at that low voltage? Does the low voltage indicate an issue with the board? If so, is there a way to test the board to confirm it is fried before investing in a new one?

Other possible thoughts?
