Does the ejector arm on the ice maker rotate so that it is touching the ice cubes and then stalls at that point.

If yes then the cube tray heater is probably bad.
On most units once the ice and tray gets down to about 15 degrees F the ejector arm moves to push the cubes out, the tray heater comes on. This loosens the cubes and then the ejector arm can push them out.

It seems that nothing really rotates once it makes a turning noise the ice is loose enough to pull out by hand but does not fall out. Then the process starts again. Any thoughts. Do I need a new ice maker

Sounds like either the motor is shot or one of it's gears.
A new ice maker would fix the problem and is usually the easiest fix.
Ice makers can be a bit of a pain to fix.
Also I do not know what the parts to repair the unit would be.
