Lights come on inside but unit not cooling. No power to condenser fan or compressor. If I unplug cord from bottom of unit and jump power to fan side of plug, both fan and compressor come on and start cooling. I checked power to frige and freezer cold controls and have power on both sides. When i first plug unit in I hear a click in the defrost control board. I have power going in and out of that. Evaporator fan not running either.

I am not sure about how/where you are taking your voltage measurements.

It is most likely a defrost board problem.
