Model: GE PSS26MSWSS
Problem: There's no water getting to my ice maker or water dispenser.

I tested the water line coming from the wall, and water is flowing fine.

From the wall, the line goes to the refrigerator filter. I have always had a bypass plug in place of a filter, so I know the filter isn't an issue.

After the filter, the line goes to the inlet valve. The valve buzzes, so I assume it's getting power. The output line from the valve to the dispenser is clear, and I could visibly see that no water was leaving the valve to go the dispenser. At that point, I assumed it was a bad valve. I replaced the valve (WR57X10070) but I'm still having the same issue. Unfortunately I don't think the valve is the problem.

Since there isn't water flowing out of the valve, I assume the problem has to be in the line that goes to/from the filter. Maybe a clog? But I'm not sure how to test it. I'm pretty sure water is getting to the filter because when I put the bypass plug in and then I remove it, There is a little water inside the plug. But I'm not sure if that's conclusive evidence. I don't know how else to test it.

Any ideas?

When I tighten the filter bypass plug, the water line makes a noise and shakes, as if water is filling the line. Not sure what that means, just a little extra info.
