GE Arctica Compressor not running

I have a GE Arctica Top Freezer refrigerator (model PTS22SHSARSS) and the compressor is not running. The compressor is cold to the touch, the freezer fan runs continuously, and there is no frost on the freezer coils, etc. Additionally the condenser fan is running. Both freezer and refrigerator are at 57 degrees.

Any help with this would be really appreciated.
