Refrigerator does not cool, at all, even though all internal fans and condenser fan are running and all coils are clean.

The compressor is running but barely, It vibrates very slightly and the bottom of its shell becomes warm, not hot, within 10-15 minutes after frig is turned on. The top of the shell is still cool after the 15 minutes. The high pressure line to the condensing cool also does not become warm, much less hot.

I have not yet made resistance checks across the compressor terminals yet. What should those readings be when I do and how many terminals are there on this compressor?

Could the start relay or capacitor cause the compressor to not fully start?
Can this be anything other than a compressor failure?

Sounds like the compressor is on.
I am assuming it stays on all the time other than when it goes into a defrost cycle.

Pull the evaporator cover in the freezer so you can inspect the coils.

If they are heavily iced/frosted over you have a defrost problem.

If there is just frost in one area usually where the freon enters the coils, you have a sealed system problem.

Thank you for replying. In this case, I've had the refrigerator turned off and standing open for days. On start-up, there's still no cooling whatsoever. I'm afraid this cannot be an evaporator icing situation at all.
