Is this the condenser/compressor fan?

I don't know where the freezer fan or condenser is located. The compressor and fan I'm speaking of is located in the back if the refrigerator at the bottom and these are still working. The fan is next to the coils

Condenser is under the unit.

Evaporator/freezer fan is in the freezer compartment.

Take a look in the parts Control Parts section.

If there is 120 volts AC across the fan and it does not turn then it is bad.

I am not sure why you mentioned the ice.
If you remove the covers in the freezer and the evaporator coils are iced/frosted over to the point where the fan cannot pull air through them then you have a defrost problem.
