My upright freezer is no longer freezing any longer. I cleared the drain line and vacuumed all around and under. The condenser coils behind the panel get cold and coated with frost/ice as they should. The defrost function works. The fan operates though it does not seem to blow as much or as hard as it used to. The thermostat clicks or kicks on when I turn the control knob. The door gasket is sealed all around. The compressor is hot to the touch. Any ideas what else I should check?

Is the compressor vibrating and the coils in the back warm?

It is vibrating and the freezer coils are inside the freezer walls so I am not able to check those.

Also after having the freezer sit untouched all night I see that the food on the lowest 2 shelves is frozen but up top the temperature is around 40 degrees.

Partial frost indicates a weak compressor.

If you feel that the fan is slow or binding, it may be worth replacing.

If it is not blowing properly air will not be pulled through the evaporator coils properly so it will not cool correctly. Also the air will not circulate in the freezer so cold air will settle to the bottom and warm air will be up top which is your latest symptom.

The big proviso here is: are the evaporator coils evenly covered with frost after the compressor runs for an hour or so. It is important that you do not check them shortly after a defrost cycle or you may end up with the wrong diagnosis.
