Refrigerator cold, Freezer cold but not freezing.

GE Side By Side Refrigerator / Freezer. Both sides are cold but freezer is not freezing anything. Condenser fan is running. Evaporator fan is running. Compressor is warm but don't hear it running. Jiggled compressor but it did no good. Can fix it myself if I know what to fix.
