I have a Frigidaire model frs26dr7ds2 that is not cooling. I hear the compressor running and can feel it vibrating as well. The fan motor is also turning. So, what can be the issue so I can get the part here?

Since the compressor is running and you are not getting any cooling in the freezer you have a sealed system problem.

This will be an expensive repair as you will need a pro.
It could be a plugged system, a bad compressor or no freon.
Often it makes more sense to put the dollars towards a new unit.

I would check your warranty as often the sealed system has a longer warranty.

Is it possible for it to be stuck in "defrost mode"? Also, the compressor is not as loud as before, so I thought it may be something controlling it wrong. Any thoughts? I'll toss it before I'll hire a tech and pay for a crazy expensive repair. Almost cheaper to get a new one.

No because the compressor is off when the unit is in defrost.
Also the condenser and evaporator fans are off.

I do not think so because you can feel the compressor vibrating which means it is running.

Since this may end up costing you a new unit I would pull the evaporator cover in the freezer so that you can check the evaporator coils.
If there is no frost or just frost in one area (usually where the freon enters the coils) you have a sealed system problem.
Be sure that the compressor has run for half an hour or so. If you do this check shortly after a defrost cycle you could come to the wrong diagnosis.

Note that I am assuming that the compressor runs all the time (does not cycle) except when it goes through a defrost cycle.

OK. The whole thing is frosted inside the freezer. But the inside freezer fan isn't running. Is it supposed to run right away? How do I test the fan inside the freezer?

Yes it should be running.

Check for 120 volts to (across) the fan connections.
If you have 120 and the fan does not run it is toast.
