hello
i have noticed the temperature hits nearly 60 degrees F in the top freezer during defrost cycle. is this too warm? to see how long and warm it gets i put an ice cube in a cup, after a couple of days the ice cube partially melted and then refroze as seen by its no longer being cubed shaped. when the freezer is operating the temperature gets down to zero degrees F.

is the defrost cycle increasing the temperature too high for too long a time?

what is the maximum temperature i should expect?

Here are your parts
Unit parts replacement parts for GE HTS16BBSERWW | AppliancePartsPros.com

Sounds like the defrost thermostat is not opening so the heater is running for the full defrost time.
This is Item 620 in the "Unit parts" section.

The way it works is that the defrost timer usually goes into an 25 minute (approximately) defrost cycle every 8 hours or so. This does not vary. The defrost thermostat is attached to the evaporator coils, it opens just above freezing, when all the ice is off the coils. This prevents excessive heat in the freezer.

Remove it and check it with a meter. Should be close (0 ohms) when frozen and open (infinite ohms) just above freezing. Often you can see that it is bad as it will be swelled up.
